Yes, unless the person paying the attorney fee qualifies for Pay Later, which allows any portion of the attorney fee to be paid off in smaller monthly payments over time. Attorney fees are based in part upon the type of charges that are involved and the level of complexity and time commitment required to effectively try to achieve the best result for the case. Attorney fees are also based upon Robert's desire to keep a lower caseload in order to provide his clients with the top-level communication, responsiveness, and representation that his clients need and deserve.
If you call around you may be able to find other attorneys who would charge less to take your case. However, as the old saying goes, you get what you pay for. Attorneys who charge low fees are often either less experienced, or they can afford to charge less because they are taking on a higher volume of cases to make up for the lower fees they charge. You can easily imagine all the downsides to having an attorney who is stretched too thin from having an overwhelming case load. They likely will push your case to the side, not keep you updated, and not timely respond to your calls or messages.
